Itinerant Moogles missing on Balmung server

The Itinerant Moogle NPCs on the Balmung server are all missing. They are supposed to be up until Dec 31, 2014 (as per http://na.finalfantasyxiv.com/lodest...de1e8e91169781). I cannot see the moogles on any character on Balmung, but when I go to characters on other servers (e.g. Adamantoise, Midgardsormr) the moogles are present on those servers.

Steps:
Walked to the location where the moogle NPCs had been present. They are no longer present on the Balmung server, but are present on other servers. They are supposed to be available until Dec 31st.

i don't see them on Exodus either. i've checked the old locations too.
