Game appear to be on speed

Hello, i got a weird behavior. i recently bought a SSD and installed a fresh windows. no idea if it could be the impact but i'm listing everything

i copied my ff14 folder to it, copied my setting from my document. opened the game and now the weird thing happen.

everything seems to be on crack, when i jump, i feel like my character speed it to touch the ground, combat animation seem to be faster etc. my fps didn't really change. and shouldn't with only a new ssd

the most weird part, sometime my melee skill cancel and get a 2-3seconds cooldown, like my dragoon jump, it cancel during the jump, i reland, and get the 2-3 cooldown before being able to redo it.
