i got a weird bug we was a group of 4 players and we queueing in a instance in duty finder , someone was afk and din't accept, he got no penality, but someone else in the group got the penalty even if he was not afk and accepted.
by personal experience, i don't know how the penalty work, sometimes i got it after 5 minutes of queues because i was afk, sometimes in the same case i don't got it at all, it's seam random.
