Continued Lag issues

So I'm not certain if SE is still being hit with DDOS attacks, but for the past few days I have been experiencing some lag spikes in game. So far it hasn't been bad enough that I have been kicked, but it's certainly bad enough to make the game frustrating to play. At first it seemed only to be a problem when in an instance, but now its bleeding into the world as well. I'll see people pause for a second or so then port forward in choppy frames.

I'm not sure what information you might need, but my computer specs are as follows.

Windows 7
Intel core I7 CPU 4.0GHz
RAM 16GB
16-bit Operating System
Graphics Card NVIDIA GTX 970

ISP is Comcast and the speed tests I've run land me around 7ms ping, 59mbps download and 11mbps upload.

My computer is only 4 weeks old so I'm not sure what else I could do, it doesnt seem like its on my end considering the lag seems to be limited to FF and my speeds seem fine in other games. I do tend to stay around 59FPS though the lag spikes..im assuming are a drop in FPS? What else can I do? What else can SE do? This is incredibly frustrating.
