I have an idea for commendations. However, even I see potential for abuse so it's not flawless. I would love input from players on how to improve this suggestion!
:: Commendation
Commendations are fairly pointless right now. They're nice to get but it's just for pride really. Furthermore we have problems with not even people doing low level roulette, especially tanks and healers. It's also pretty well known (from what I gather) that most commendations go to tanks and healers. So why not use that as a wait to entice more people.
So my suggestion is that commendations from DF instances give us commendation points, which are a form of currency that can be traded in for a variety of things.
(or seals, if they add better stuff to the GC shops, or some other existing currency. The idea is mostly about getting rewarded from receiving commendations more than it is about how that reward is given out)
It's better than gil rewards as gil is only as relevant as a server's market and is thus harder to regulate on the fairness of the reward. A fixed currency prize would be easier for SE to reassess the rewards obtainable to ensure fairness.

Well I don't know about more currencies. If they keep adding new ones they're going to have a runaway situation like what WoW had. If you count the UATs, Vintage Gear, Oaknots, Soldiery Tokens and etc as currencies as well, then we're already getting out of hand. Also, after what they did with the prices for Allied Notes for inferior gear they claim is meant for glamour I don't exactly have confidence they'd implement a new currency system that was intended to entice people to do low level content without the prices being exorbitant.
People don't do Low Level because it takes too long to get a reward that you can get in a fraction of the time doing other activities. Low Level Roulette really only benefits people leveling and fresh 50s. If, perhaps, they instead applied the New Player bonus to the Roulette tomestone/GC seals bonus, they'd probably get more bites. Low Level almost invariably gives me Tam-Tara or Toto-rak, and those are beyond boring for me and it's not worth the tomes. I could run the Expert dungeons for the same, or shorter, time, for a better reward from both completion and chest drops.
But back to the original idea, if they were to implement this, what kind of incentives should your commendation idea offer? If it's glamour gear, it's not going to bring much traffic because, again, Allied Notes already tried that. If things like Alexandrite were offered, you may get some people taking up that offer. -

I fail to see how making commendations more rewarding will motivate people to comm others. It would only motivate them to ASK for more comms, which is annoying already.
How about we reward players for GIVING commendations? -

I understand your point of view squintina. After all as you said, they are used purposely for players pride and with more commendations, certain rewards are given like minions as well as profile name which is fair motivation for players who care about it. If other game related rewards are introduced from commendations then there will be more room for manipulations and misuse. DF have enough rewards such as few gils, ts, and seals. It's sort of useless but good to have kinda thing.

Well if they ever upgrade the GC catalog there would be more reason to farm the seals. The thing is though I use mine for pretty much only Ventures, and I'm usually swimming in seals as it is because the dungeon gear from high levels gives around 1k seals for a trade in.
And no I've never suggested it (though I suppose I just did). People want the tomestones because of how the game's progression system works. You need them to move up. So people want the fastest way to attain them, and Low Level isn't it. -

I know some people believe this will all be alleviated when 3.0 comes out because there will be new tank/healer classes, but it will also likely come with new DPS as well. -
