Yes and no... and I think using the original version of FFVI's The Decisive Battle in the Dragon's Neck was simple fanservice, but importantly, it suited the battle (the area it took place in was called 'The Dragon's Neck' after all ;)). However, having said that, I don't really think chucking a ton of music from past FF games into FFXIV without actually having a gameplay or story reason for doing so would really add anything other than coming across as cynical and disrespective of not only the players but the earlier FF tiles themselves.
Don't get me wrong - I'm all for having famous FF tracks in the game as much as the next FF fangirl. But please, only if it's in context!
Apart from the remix of FFII's Battle I, all the 'old school' FF tracks that have returned have all been in context of their appearance (FFXIII's Blinded by Light and Sabre's Edge for the FFXIII event FATEs, FFXI's Feast of the Ladies for the FFXI event FATE, the remixes of FFIII's Crystal Tower, Battle II and Altar Cave for Labyrinth of the Ancients and Sycrus Tower, Fat Chocobo's Appearance from FFIV as the mount theme for the eponymous bird, FFV's Battle on the Big Bridge for Gilgamesh's famous fanservice battle during the Hildibrand quests, and many others), so as long as Soken continues this approach by actually using FF music consistent with gameplay and the storyline, then I'll be a happy FF fan. Horses for courses and all that.
Instead of using old songs composed my Nobuo Uematsu why not just hire the guy? Masayoshi Soken is good in his own right but Nobuo is still the best. I still get teary eyed when I hear fisherman's horizon from ff8.
Actually the BGM of Syrcus Tower is from FF III Crystal Tower
While I LOVE the fact they used the original boss theme from FF6 in the Ultros and Mr. Typhon fight, I'd rather they compose new music than reuse old tracks with more reason than just fanservice (I actually might have loved the Dragon's Neck fight better if Soken put his own spin on the song like with FF2's battle theme, CT [FF3], and ST [also FF3], and Battle on the Big Bridge [FF5, 12], among the several other appearances of music from other games in the series and beyond).
While Uematsu's works in the series has been great for the most part, I've been very happy with Soken's works as the new composer for XIV. He's done a very good job with the music for the game and I really hope Soken continues to compose for all of the expansions musics as well.
Uematsu composed many tracks in 1.0's OST, and at least in my opinion, it was kind of hit and miss (first time I heard Nail of the Heavens for instance... I didn't much like it, which is a bad thing since it's one of the first themes you hear once you got to wander the areas). Many of the original tracks are in ARR as well, so while it's unlikely they'll hire him to write a large portion of the soundtrack again, we still have some of the music he wrote for XIV like Nemesis and The Dark's Embrace.
I thought it was cute that they used literally the same music from the original SNES game for Ultros's battle, but that was a special comedy/nostalgia thing. As much as I loved it, it would have been just as good -- or better -- if they'd come up with an updated or original spin on that music (like they did with the Gilgamesh fight). I definitely would enjoy more musical tributes to classic FF music, but if they just started ripping a bunch of tracks directly without doing anything with it, it would feel cheap or lazy.
For anyone who likes the metal genre of music mixed with FF, here are my takes from a while back ^^

While the fan service and classic FF themes are great, the game needs to have its own sound and identity.
