Once parry is stacked some hardcore progression tanks then added DEX to squeeze a little more out. Unless you are going for world first clears its a waste.
DEX affects Parry/Block. As Taint said, only useful for world first since the purpose is to maximize any chance of mitigating damage as MT. PLD gets the most out of it as they are designated MT for T13 (for now, but even when this changes, WAR won't be melding DEX), WAR really has no use for it as OT. But yeah, don't meld it, no point.
It's least useful for going world firsts, you wanna push DPS, not rely on RNG to mitigate damage. Parry is pretty useless!
If DPS isn't an issue and you dying to stuff is (or, with T13, taking too much damage in the first and second phase, forcing your WHM to use unproc'd Cure2s, and killing their mana), then even the worst mitigation stats are worth stacking for world first min/max bleeding edge yadda yadda. Obviously, with more gear, DEX and Parry become unnecessary and DPS secondary stats become much more useful, but in progression situations where the DPS checks aren't the issue then melding mitigation stats is the better option. Regardless, we're talking about secondary stats, and it's all really trivial what you meld.
Has anyone tested this? If they have can I get links to it? Just curious to see the returns on it.
T13 damage is absolutely ridiculous, you'll see why some tanks melded Dex soon enough.
Dex affects both parry and block rates, in tiered amounts of 1% effectiveness. My FC's top PLD melded full Str/Dex on his Topaz accessories for Savage/2.4 progression, and in doing so, boosted his overall mitigation by about 10% because of the improved block/parry rate/strength. All the math is on valk.dancingmad, you just need to do a little extrapolation.
I looked around for research a while ago, a guy on reddit had claimed to do some big sample size testing and determined 2.6 DEX was effectively 1 parry.
edit: oh, and that there were no tiers, post above me mentions tiers but the only tier system there is is the % amount reduced and that's str-based.
