I am having the exact same issue. Ever since very late last night it will either kick me out with a 9000 connection error or allows me to log into my character but whenever I try and interact with any part of the game (talking to an NPC or trying to teleport anywhere) it immediately disconnects me. Also takes 1 minutes for my TP bar to go up indicating extreme delay which is likely what is d/cing me.
I also ran a ping test to my servers IP (Malboro which is listed here: http://www.arrstatus.com/) from and the highest hop was 101MS

This leads me to assume it is not an issue of ISP throttling else the numbers would be extremely higher... I should also mention when I log into a different data center than Primal (which my server Malboro is located on) I can play fine without issue...
So far about a day of not being able to play because of this bullshit.
