1: You cannot purchase game time without actually having the game added to the account. You do not need a time card however, you may use e.g. a credit card as well. It's no different from a regular account really. Just be sure to add the RAF code to it.

wouldn't you have to wait until the 30 days free expire before you can add time with a credit card or crysta? trying to get that circlet for glamour reasons
Yes, if you use credit card or crystal you have to wait 30 days, because that is when the 30 day free trial with purchase of the game ends.
However, using a game time card gives SE your money right away, so you get the items right away. The items are account wide, i.e. given to every character on that particular account.
