I have a friend of mine who SWARES at Lv.20 his lv.50 Haub is much better than any piece of gear he can wear as well as a Lv.50 weapon he's using.

I wouldnt trust your friends vows then. xD
Higher rank equipment suffers from decreases in stats, in so far that wearing something that is the same rank as you is always better.
In fact, a rank 10 item would be better for your friend at rank 20, then his rank 50 items would be..
Not to mention he'll be spending a lot of gil repairing it. The larger the rank gap, the faster the wear, along with the need to spend on G5.
There is no standard scaling formula for equipment in FFXIV. Every equipment differs. The only constant is that the gear scaling formula will be such that you can upgrade to the next consecutive rank of equipment just after the mid-point of the optimal ranks.
E.g.
Upgrade Rank 7 to Rank 12 tool at Rank 10.
Upgrade Rank 12 to Rank 22 tool at Rank 18.
Therefore it is possible your friend is telling the truth, depending on the equipment he is using, just that it won't be very economical.
only reason i would use higher ranked gear now is if i was trying to break it for DOH skill ups for repairing.

Your friend is very, very, very wrong about the weapon. And it's not that difficult to figure it out. Open your "Gear" menu. Then equip a level 20 sword, and look at your stats (attack, accuracy, etc.). Then equip a level 50 sword, and look at your stats. All of your stats are going to be much lower with the level 50 weapon. Much lower.
There's a difference, though, between what happens when you equip a weapon/tool over your rank, and armor/gear over your rank. The armor/gear scales. That means the difference is much less. So your friend might not be as good with the level 50 armor, but he might not be terrible. (Of course, the armor is still going to get damaged much quicker, so he's going to be paying tons more money to get it repaired.)
