When used, the Mudra's are all locked from use for about a second.

Yea I noticed this, sometimes it resets almost instantly and other times I'm just staring at the Mudras waiting for them to bloody reset! :l
Just treat it as oGCD buff and use the ninjutsu after your next GCD.
