Locked out of Trial Roulette

I am locked out of the Trial Roulette even after finishing all the main scenario quests.
It says I have not completed the "???" quest.

Can anyone help?

I am definately sure I have done all the main scenario quests, I have already cleared Shiva (Hard) and Snowcloak.

Gotta do the Hildebrand quests to do the Ultros fight.

Hildebrand quests. You haven't beaten The Dragon's Neck (Ultros fight) yet.

Ultros from the Hildebrand quest, kinda like how Gilgamesh fight was needed to unlock trials in 2.2.
