I'm not able to acquire the quest "Whack-A-Mole" on my character, the Deputy Post Moogle is not there to give me the quest, it is the only quest I'm missing from the post moogle quest-line other than the new quests added in 2.4.

I'm not able to acquire the quest "Whack-A-Mole" on my character, the Deputy Post Moogle is not there to give me the quest, it is the only quest I'm missing from the post moogle quest-line other than the new quests added in 2.4.
You need to complete a series of side-quests in the Central Shroud before that quest becomes available.
