Patcher download speeds

Probably over thirty threads about the slow patcher download speeds since the beginning of this year. There's an official sticky that discusses how it may be related to ISPs throttling.

Suggestions have been to :

Port forward (if someone knows the ports, confirm for me they are the same as here : http://eu.finalfantasyxiv.com/lodest...06/blog/77559/)
Use a VPN or another connection
Restart the launcher several times
Reformat(that one is laughable)
Download via torrent(where is this?)

None of these worked for any one that I read about.

So what is the official word here? When I did patches and updating last year, I had zero speed problems. Something has happened in the past twelve months to make it like this.
