"Sound Bars Bug"

This started happening a few weeks ago. Initially I didn't mind much but its starting to get annoying.

I get some sound bars on the side of my screen. Same as Windows Media Player visual effects that plays to music.

These bars in-game has the same effect, the bars increase with the beat of the song, audio, spells, any sound...

The louder the sound the higher (bigger) the bar gets.

I initially thought it was my graphics card, I updated drivers, updated windows, re-installed drivers, etc. (I'm a PC tech and I've done the usual PC troubleshooting steps)

I also only get this bug with FFXIV. No other game gives me this effect.

Attached is 2 screenshots, one with low, mellow music, another with me spamming an ability (top left).
The bars can get much bigger than that though, I couldn't get a screenshot of it though.
