I don't know how to phrase this politely but what exactly is the point of Shukuchi? In the first place the surface you're on has to be at least as high as the surface you're moving to, and even then if it's even a centimeter higher, or if it's too far away you'll just end up on the ground. It has no special effect, and even if it did it can't be used during combat anyways.
I just don't understand why this skill even exists, it doesn't seem to accomplish anything that a good old-fashioned jump can't.

You can fast move without touching WASD.

it can be used during combat, just not when you're bound is the impression i got from using it. I can see it having certain uses depending on how it's treated by certain mechanics.
Breaking vines and/or avoiding briars in t6, for example.

i don't understand why dragoons jump either... it usually ends up killing them.
