I have verified with other players that he is not present in any of the 3 locations.
Can confirm he is no longer visible on Sargatanas.
Wasn't he only there for a certain amount of time?
Itinerant Moogle NPCs will appear from Wednesday, October 1, 2014 until Wednesday, December 31, 2014 at 6:59 a.m. (PST).
so he should still be there
I saw the Moogle in Ul-dah just across the walkway from the Flames headquarters on Ultros.
Yes, this seems to be a problem specific to at least Sargatannas at the moment. He seems to be visible on other servers.
