Festal Cant - Pet Bar not Appearing

I've tried participating in this recent All Saint's Wake but can't seem to do this "Festal Cant" that the game (and the internet) keeps mentioning. They say that it's in my pet bar, but I can't seem to get it to show up.

• I checked both Cross Options on Gamepad and classic Hotkey Bar options for Mouse Mode; both of them are set to display pet bar.
  
• I have been transfigured by the Unusual Illusionists and have had no new bars appear.
  
• I have cycled through all hot bars through mouse and gamepad (repeatedly tapping RB to cycle on gamepad) and still no results.

Am I missing something here or is this a legitimate bug that is keeping me from participating in these festivities? If so, is there any way I can fix this?
