Why can't I patch my game when I'm not subbed?

I've had to take a break for a few months when I got some unexpected bills, and I was just wondering, now that I can come back, why do I have to be subbed to Patch? When I resub I want to get back into the game not wait hours and hours while I download a mass of accumulated updates, would it be so horrible to allow people to download a patch before they resub so when they do they can spend their time playing instead of waiting?

I see like part of what you are paying is to get the patch of the game. So no sub no patch.
