Unsolved Mysteries: Spriggan Hat [SOLVED]

Way back around Easter time, a video was posted to show upcoming vanity gear and patch changes that featured this in it:

Many players took this to mean it was a golden egg rare reward during the Easter event, yet no proof ever surfaced after weeks of testing and trying. The item does exist and has existed in the game files since around that time seen here. Since then, it has never been answered until now!
