(PS3) players/enemies not loading, high latency in primal dungeons

I been having problems for a while now.. Any large group of players like for s ranked hunt..most players/enemies will not load.. Few days ago I was at a s ranked mob I was healing like usual (stuff not loading) screen frozen for 10 sec then a black load screen with my return location on it... I was furious.... I got no pop up to return. Titan hm I get high latency about 3000-7000 (receiving) Ifrit little issue.. Garuda no problems.

I been told many things of what the problem could be internet provider, hard drive, or the ps3 itself. Already called internet provider they said "there is no problems on are end" so the rest would be my equipment which no clue where to start....

& disconnecting all USB devices doesn\\'t help
