Upcoming Duty Lockouts
Taken from the patch notes:
"Players who select Withdraw from the Duty Ready confirmation window or allow the window to time out without making a selection three times or more in one day, will be temporarily prohibited from registering for duties via the Duty Finder.
This count will reset every day at 9:00 a.m. (PDT)."
This is going to be a burden on many players. I understand the reasoning for implementing a penalty, but a full day's lock out is like killing the patient to cure the disease. Too extreme. Many times the choice to not participate is because a fate we've been camping has popped, or we accidentally queue as the wrong class and get the instant queue, or heaven forbid, nature calls and the queue comes and goes. By penalising the players a whole game day for 3 of these players could be driven away.

I would suggest a cumulative cooldown for offenders as alternative. Nothing for the first in the 24 hour period, after the second a 5 minute cooldown, then 10, then progressively longer. (The times given are merely suggestions to help the explaination fo the idea, not actual suggested times)This would inhibit the players who are harassing other players with the join /withdraw functionality, without punishing players who had to withdraw for legitimate reasons.
The other side effect I can see cropping from this change, is people joining the duty to avoid the penalty, and then leaving the duty or doing nothing until the vote to kick can be implemented against them. As they would see the 30 minute penalty preferable over a day's lockout from the duty finder, and they would also continue harassing other players in the game, though in a different manner, and for a more prolonged time.

I agree this is a bit extreme on other players. I think more like a 15-30 minute lock out would be better. This lock out that is being implemented will cause more issues than the problem being addressed. Would better that it doesn't get implemented next week as it is obvious it requires more thought and input from players.

Where does it say full day lockout??? it says temp i take that as a set time like 30mins to a hr maybe?

Yah, I didn't see full day anywhere either. .. and even then, if your camping a fate, camp the fate, not register for duty, if your indisposed don't duty up.

When I queue for something as DPS, I have never missed accepting more than three times a day. Maybe one time a week, if that.

It's not saying that you're locked out until 9am PDT, it's saying that you'll be penalized after you withdraw or time out from duty three times in one day. I'm assuming that the penalty is probably the same as leaving in the middle of duty (30 mins). After 3 times in one day, if you fail to accept duty again, whether it be a 4th 5th 10th time or whatever, you'll get the same 30min penalty every time until 9am PDT.
Basically it gives you the benefit of the doubt 3 times per day, if you were afk or w/e and had a legitimate reason not to accept duty, and then after that you get the penalty. It's bad wording, but I'm pretty sure you won't be locked out from duty finder for an entire day.
Frankly I would be taking issue with the fact that if there's going to be a penalty, then the game needs to do more to solve some of the legitimate reasons for not clicking duty finder. The two biggest examples I can think of are [1] the game window being minimized, or [2] being in the middle of something, like combat or a crafting synth. Can't tell you how many times I missed duty simply because I was just browsing the web, or because I was in the middle of a leve or fate or something and wanted to finish it.

we will have to see if this is how it will workout but the 9am PDT im thinking that only applies to the 3 strike count.Once u hit 3 times u get temp locked out for a set time like when leaving a run and will continue to suffer that lockout for each withdraw after the 3 till 9am when the count gets reset.A full day lockout i would think would make things even worse.But ill wait to see how this plays out ^.-

You can have it make noise when it's minimized. The default is just not to. It's right there in the system config audio options. If you have the sound off while minimized and a sound cue triggers while it's minimized, that's your fault, not SE's...
