Cutscene effects bug.

The cutscenes effect isn't working anymore (since 1.18). They aren't working even though they're not disabled at FFXIVconfig. Its not fun having them off during cutscenes.

Steps:
1: Do something that triggers a cutscene. Can be quest or even just embarking o the ferry ride.
2: During the cutscenes the additional effects will be off, even though they weren't disabled at game FFXIVconfig.
