Steps:

I did the fall festival quest yesterday and got my items.
I discovered we have to do the same quest again and again for more cookies so I came back to redo the quest but found the quest NPC missing.
To be frank, there were so many people yesterday that not everything was loading in Gridania, Lam Limsa and Ul'Dah so I decided to wait for the NPC to appear but he did not, so I tried exiting, logging out, and come back, but still no NPC.
So I decided to try the next day, today, hoping I'd get luckier.
It's effectively more quiet today, there are less people, but the NPC is still not there.
There is also no arrow on mini-map for the fall festival quest (I'm keeping the Gridania quests for my archer later).

You don't do the whole quest line again to get more cookies, just keep repeating the FATE in Ul'dah.

I did that for 2 days and still got no cookies. People told me to redo quests again to get more cookies.

That is odd, as I always got at least 1 cookie for getting bronze in that fate. Are you hitting the Thaumaturges in the groups of NPCs with the ground target AOE? They cause you to lose your illusion, and I guess it could affect how your contribution is counted. The goal is to hit only the normal citizens and avoid hitting the THMs. Hopefully you get it worked out, I know I hate to miss an event item, lol.

You are definitely not doing this correctly.

The FATE that happens in ul'dah city is the only way to get those cookies outside the 1 given by completing the quest line.

The FATE requires you to be under the illusion spell from the NPC near the start of the FATE and you get Gold (6 cookies) by hitting the citizens with the spell multiple times without ever losing your illusion by hitting a Thaumaturge.
Silver (3 cookies) and Bronze (1 cookie) if you fail to keep up, especially when you go back to get your illusion again from the npc.

If you leave the area before the FATE ends, you get nothing.

So just keep trying the FATE.
