New dye requirements

Can anyone tell me the requirements to be able to get the new dyes for a retainer set to gathering?

They can only come from the top-level quick venture. Look at the requirements for that (I believe it's 383 gathering)

I think they can get it if they can do XIV explorations.

I don't mean that they get dye from doing XIV explorations. I just mean that if they can do XIV explorations they can obtain "items most rare" from quick ventures.
