Long story short, my sister wanted to try the game a while back. Shes never been big on mmo games so I let her, figuring she would drop it.
However, she likes it and by this point has all her jobs to 50, cleared up to T7 and a lot of big end game stuff/gear that I feel kind of bad if I were to make her start a new character on her own account. I am moving soon, so sharing and using the security token is tricky, plus it hinders my own experience and schedules because of her own raid schedules, etc.
Is there any options for her to get her own account and transfer her characters? Absolutely any at all.

it's HIGHLY unlikely, but you could send a request through the support center. try to ask if they can perform the service for the same price as a world transfer. but again, it's highly unlikely they will be sympathetic towards your situation. it may not even be possible to transfer characters between accounts in the first place. i'm no guru, though.
