A lot of that recently is due to the addition of pure white, jet black, metallic gold, and metallic silver dyes, which themselves are unsellable. What people can do, however, is dye items for other people. And the service of dyeing something for someone can't be put on the Marketboard. So they put it in Party Finder. I don't know about you but I'd rather they put it in PF where I can scroll past it than see it spammed in Shout all the time. :)
