Some time back I made that topic, which the information was supposedly sent to the developers to look at.
I had just returned to the game a few days ago after a long absence, and now the problem is worse than ever. It even happens in non populated maps, and becomes worse and worse whenever I change maps. Not to mention loading screens are taking a really long time too.
I play the PC version, and here are some quick things about my PC:

I know my processor is fairly dated, and that XIV recommends you use a quad core, but I've never had this type of problem with other MMO's that recommend quad cores at all.
Is my processor the problem?

I have been experiencing this issue ever since the hotfix on 10/1. I have never had it before, meaning that it definitely isn't an issue with my computer or with my connection (and I've tested my connection repeatedly, cycled my router, etc.).

Completely possible it's the processor. Have you tried cranking down some of the graphics settings to verify it isn't an issue with the video card?

I've tried many different graphics settings, doesn't seem to do much for me at all. As is, I just stick with the standard desktop option settings, with a few unneeded things turned down a bit.
I highly doubt my graphics card is the problem though, it should be more than enough to run this game. I don't get 60 FPS like others may get with a better card, but around 30 or so is still playable for me. -

packet loss and sluggish international links will cause people, items, npcs and furniture/gardens to load slow. -

Having trouble tracking down their ASN to get more details on them. One dig linked the name to state issued services in South Carolina... lol. May be a lower tier provider that is partnered with a bigger name, so there could be some gateway issues close to home causing problems. Who knows. -

Get traces to the IP your client connects to...it may show you if/where your route is becoming unstable. Forward them to your ISP's tier 3 support for analysis...they are the ones with the resources and the responsibility to maintain reliable routing for you.
If all that is out of your comfort zone, you can forward the lobby server names for them to work with... If their tier 3 guys are worth their salary the can and should be able to clean things up for you considerably.
