We were in Cutter's Cry and things weren't going very well. Wipe once at the first boss, and 2 wipes at the 2nd. Healer decides to leave. I figure there's no point in staying, so I leave right after. Yet, I had a 30 minute penalty.

You get a 30-minute penalty for leaving a duty. End of. Doesn't matter if someone left before you. You either have to wait for a replacement, call a vote to abandon the duty (and hope the others vote yes), or leave and suffer the penalty.
Also, I'm pretty sure the game warns you before you leave the duty that you'll get a penalty for leaving and asks if you're sure.
Because you were leaving, leaving the other behind and make things even harder to find a pt for the other two. One is bad, two is even harder. Though next time, use the abandon duty button...
This has only happened to me when a 4th member joined just as I hit the button to leave the duty. Technically that counts as leaving a full group. Maybe that's what happened to you because normally I am able to leave a group of 2 other people without incurring a penalty.

This is not correct. If you leave a duty with one member missing you won't get penalized. I did this a ton and never got penalized for it.
Can only imagine what Avant_Garde already said. If you leve a duty the very second a new member steps in filling it up to the required number of players again, you will get penalized. Shit happens, but should be a very rare case. ^^
Yep, what MrCookTM sayes here is right. You get the penalty when you leave a full group. If someone leaves before you do and then you leave when the group isnt full, you dont get the penalty. However, what happens sometimes is that just as you leave, someone else joins, so the game sees you leaving a full group, and applies the penalty.
