Steps:
1.Re install the game after format.
2.Copy paste whole game file to skip redownloading the patch
3.Log in the game and problem exists.

Detailed report:Local time is 2 hours ahead of my local time(computer's time is right).Relog in the game hasn't fix that.(Will try again after maintenance.)
