Wow nice find!

I'd have to dig through my old screenshots, but I've seen this happen in Costa and a few other random spots on rare occasion. For me, it seemed to show up when the weather changes from rain to sunny at 8 AM Eorzean time, and only lasts for about half an hour to an hour.

That, or I guess it happens whenever someone unlocks Summoner. =P

Don't remind me about that quest. Farming that Ruby took forever. =(

it is my first time see a rainbow in the game XD

I've seen them in The Mist and I've also seen one in Central Thanalan of all places.

That summoner quest was the first thing I thought of when I saw that pic. I remember running a couple friends all over the place on whm to get all those weather conditions, and them being so excited to get a rainbow.
