Able to use mounts without Obtaining Chocobo Whistle or Chocobo Issurance

Steps:
1. Went to NPC Flame Commander Swift to get My Little Chocobo Quest
2. Found out that the quest was not availible, even though I had finished the pre quests in order to be able to do said quest.
3. Checked and double checked to see if the quests was done prior. But my quest log does not show My Little Chocobo to be completed under side quests.
4. I then checked to see if I could buy the Chocobo Issurance but was unable to purchase it, even though I was a part of the Immortal Flames.
5. I even did every quest in the story line even though it only requires The Company You Keep (Immortal Flames) and For Coin and Country to be completed. In order to get the My Little Chocobo quest.
6. I also noticed that I can summon any of my mounts without a whistle. I have heard from other players that I should not be able to do this until The My Little Chocobo quest is completed.
