Keybind Malfunction

I find myself constantly having to reassign two specific hotkeys all the time.

The first one is the Character window, which is assigned to [ \ ]. This keybind either dissipates, or will remained assigned but don't actually work.

The other one is Hotbar 2 - Slot 11, which is assigned to [ ~ ]. This keybind either dissipates, or reset(?) itself to [ " ] (I don't think that's even the default keybind for that slot, which makes this even weirder).

Both of them seem to malfunction at the same time, and I end up having to reassign both keybinds at the same time.
