Chocobo mount issue

Hello.

I currently am having issues with the Chocobo mount quest. My Little Chcobo. I have completed all the pre quests for this quest. I cannot get the quest from the Flames Commander. Also I cannot buy the Chcoobo Issurence from the Flames Quartmaster as well. I also heard from other players in the game, that I should not be able to ride any of my mounts without completing this quest first. But yet I can use any of my mounts that I have in my mount guide. Is this a game bug? Should I not be able to so this without completing the said quest above? If this si a bug can you please fix this so I can get the quest from the Flames Quartermaster. So I can carry on with my gaming experience the way that it should be. Thanks for listening
