They didn't put a time zone on it.

EDIT: And it says "several areas" but only lists Limsa Lominsa.

Event wouldn't need an emergency maintenance.

Unless they realized they needed to fix something in Limsa for it to work. A small mistake maybe, or perhaps even a last minute tweak of plans. It's plausible.

I'm also presuming PST since it was posted at 0500, which was about 90 minutes ago in PST.

If it was for the event it would be all cities not just limsa, it must be bug fixes/server problems

La Noscea was shown in the screenshot and it's also the only city state near a beach.

Again, not necessarily, considering they want to get us spread out from Ul'dah more. And Limsa is the seaside town. And the preview shots were all on Vylbrand. I mean seriously, who would wear a swimsuit in Gridania?
