Lag and rubber banding ever since 9/30/14

Ever since 9/30/14 I've been experiencing drastic lag in FFXIV, and I've never had this issue before.

1. It's affecting multiple computers and the PS4
2. I've rebooted everything
3. I've run updates on everything
4. I've run tracert - no real issues
5. I've done my port forwarding of ports 54992 - 55551
6. I'm hard wired in on one computer and wireless on the other
7. PS4 is wired in

I'll rubber band, get hit by things I shouldn't be getting hit by. I click on mining/botany nodes and it just sits there. When this happens my send is 0. This has to stop. It's making the game unplayable.
