How to get players to sign your FC petition?

I'm on Sargatanas, hit 50 a while ago, and now I want to start my own Free Company. I need 2 more signatures, but it seems when I ask around in /shout, I get no replies. I even offered 10,000 gil per signature. Are there any tricks to getting people to signing petitions?

As you only need 2 more I assume you have 1 person already? If so just get them to make a couple of alts, sorted :)
