What happened to Goal-Oriented content?

There was a bit of discussion a while back about introducing goal oriented content, so that there was a reason to log in and actually do things.
NMs seemed to sort of address the issue, but the gear they dropped was not very goal-worthy. Quests sounded like it was going to be really promising... but there are not any rewards what-so-ever, so there are no real goals there.
No carrot on the stick. Just a carrot (guildleves), or just a stick (quests). Just chaining quests together and rewarding with something useful... an item exclusive to that quest chain would be a very simple way to keep players going as other things are introduced.
Lets see the carrot on a stick!
