For a place called Drybone, it sure seems to rain a lot.
Well, the name preceded the environmental changes wrought by the Calamity - Sixth Astral Era Thanalan was a dry, desolate wasteland with only occasional patches of vegetation and even less permanent sources of water. Ironically it's considerably more greener now than it was 'five years ago'. Incidentally 'Drybone' refers to the small muddy pond in the centre of the zone, which the settlement takes it's name from. But yes, there is now a surprisingly high amount of rainfall now falling there, which does make it seem odd.
On a side note, rainfalls and showers were made more frequent due to issues with Sightseeing Log and people spending too much time waiting for the rain to come.
...and theres one thing missing from Eorzea, and thats wintry weather, unless there'll be snow later in the game
Eastern Thanalan's rain always seems to be torrential downpours, too. I don't think I've ever seen a light gentle rain there. It gets frustrating if trying to roleplay, as I wouldn't go out in such a downpour except in an emergency. The story of a few of our quests would provide a suitable emergency, but most of them don't. I've several times gotten stuck waiting in the doorway of a building in Drybone trying to decide whether to wait out the rain or just forego roleplaying to just go get my quests done.
Yes it rains a lot, therefore, you may need a "camp" to dry your bones.
