Why not add larger personal housing districts full of nothing but personal houses and make them basically all small plots for a lower cost for us "commoners" to live? Leave the wards for the FC's and the early adopters and the wealthier solo players while the rest of the masses live in these new districts.

Basically, as others have said, even adding countless more wards will leave the wards as ghost towns even with every plot sold because so few individual players will actually live there. So, much larger areas where the plots might be packed a little more tightly together giving a little less of a luxury feel could warrant a cheaper price and leave the areas not so dead while the people with more gil who want more yard and larger house options will still have the option to live alongside the FC's in the current wards. This should be a feature where basically everybody who wants to work towards it can participate to some degree.
