This private housing seems to be bugged. The only thing that seems to have happened is that wards 7 and 8 of FC housing opened and people can buy the houses as individuals now instead of having actual private housing. I'm sure this is a glitch, as this is not what anyone wanted and it just seems so stupid that SE wouldn't have implemented it half baked like this.
