Personal Housing issue

I know many people have their own complaints. But one I'd like to bring up is limiting the number of Houses one person can own. For example. On Excalibur one individual owns almost every single small house on the goblet because they just so happened to have disgusting amounts of Gil saved up. What's the point of personal housing if you have to pay one person double the price to have them release the home. And then the initial price to purchase it?

They didn't restrict the amount of house people could have? Wasn't that the point of the high prices in the first place? Wow.
