How does Housing work?

I realize housing is a first come, first serve kind of thing here... but what happens with a fc/character is gone for a really long time? Will the land go back up on the market...? Most games I've played, you had to pay a monthly maintenance fee to keep your house, otherwise the land/house would go on the market board for bidding....

There was dev talk of implementing a "lose your house if nobody interacts with it for XX days" feature but it seems to have been either scrapped or delayed, unless it's mentioned in the 2.38 patch notes we have yet to read.
