Well they might be using the fish for something else. The Mor Dhona fisher quest had you catch fish because they could use them to make a medicine against the pox.

As for why there's guys sitting in it, considering there's a drill sergeant-looking fellow in front and they're not wearing any shirt... cold-weather training?

It's not really a latrine, it's actually the most profitable fishing hole in Coerthas and some clever fisherman apparently spread a rumour that it was the latrine to deter competition.

You all do realize that a latrine is a bathroom right? Do you not have showers and bathtubs in your bathrooms? And if you really want to nitpick it... it comes from an older latin word meaning Bathhouse. The toilets were effectively added later.

Considering how crazy is the leader of dragon's head, That doesn't surprise me.

At least we aren't being asked to harvest potatoes there.

His plan backfired, now hundreds of adventurers actually use it as a latrine. Primarily due to the complete lack of such facilities elsewhere in Eorzea.
