Issues installing on PC and updating on PS3

Decided to play again after playing for a month after launch. On Sky broadband in the UK on a fiber optic connection. I downloaded a couple games today and was averaging speeds of 3-4mbps. Patching FFXIV atm and my max speed is 0.05mbps. Decided i'd repatch the current version on the PS3 and also, 0.01-0.05mbps speed. This is driving me nuts. I've done a search of the forums and opened the ports that they asked I open and it's made no difference. Someone save my sanity.
