Ul'dah's Most Wanted quest bugged; cannot spawn quest enemies

*Update at 3:23pm PST/PDT - Bug was eventually passed after several more attempts and closing along with rebooting the game.*

Steps:
1. Accepted the quest "Ul'dah's Most Wanted" from Mylla for Gladiator.
2. Quest currently says "Search for freelancers in Stonesthrow"
3. Quest marker says to interact with the Gutless Gladiator at Stonesthrow, but right clicking does not cause any action.
4. Walking around to search for the freelancers does not do anything.
5. There are no dark circles to step into which activate similar quests.
