Cooldown Time
I don't know if it has bothered anyone else while they are tanking but whenever i'm fighting in a dungeon or just by myself the cool down time aggravates me. Its like i'm doing my weapon skills in slow motion, whereas in ffxi I felt like I could just cast the weapon skills no problem and I never had to wait on a cool down time. Does it get better as you get higher level? Seriously waiting on the cool down time is annoying and I feel like time stops everytime I have to wait on it.

Well as you get more off cooldown skills perhaps but not sure where you getting slow motion from. The the GCD applys to every class in the game, some may feel faster due to more off the cooldown abilities. I'd say paladin is faster due to having more abilities off the GCD but that's really only once you get to 50 and tank classes generally are slower paced than the other roles.

To be honest, if SE dropped the GCD to 1.5 seconds everything would still work fine (assuming they actually made GCD buffs happen without a delay rather than the animation delay we currently have). In answer to the question, no, it won't get faster for most classes. Monks are apparently quicker due to their building stacks. It may feel a bit quicker when you have more off GCD abilities but they're often on a fairly long cooldown.

All cool downs should be an instant cast. The skill should be in effect 0.01 after the button is pressed. You can't react to moves that hit hardunless it has a slow cast bar. It has to be done before hand. Same goes for other classes. Hate it when I put up manaward and the attack doesn't get absorbed because of a delay.

Are you saying FFXI feels faster than FFXIV? Probably read that wrong but this is what I got out of it.
Cooldowns are here for a reason, but you almost always have something you can do in this game between GCD. And on Mages, as I see you main, you have to deal with it less because it is going as you cast |most| spells.
