Say you have 500 Crit, and eat a food that gives Crit +2% (Max 4).
2% of 500 is 10. But the value caps at 4, so instead of +10 you will get +4.
If the food was say Crit+2% (max 20), you would only get Crit+10.
The % is the amount the food will boost your stat by. The max is the maximum amount the food can give you.
So for example, say you have 100 VIT, and you're using a 2% Max 4 food, as you mentioned. You would gain 2 VIT from the food.
If instead you had 300 VIT, 2% of 300 is 6. However, the max the food can give is 4. So you only receive a 4 VIT boost.
One thing to note is that due to lower level food having higher percentages but lower caps, and higher level food having low percentages and high caps, it's best to use food that suits your level rather than just the highest level you can. That said, I wish this was better spelled out somewhere (You can use the level required to craft it for a rough estimate, or do the math. I'm working on a guide for this.)
As Urth said, you have to be a bit careful because the 'best' foods endgame are terrible for low levels. The reverse is also true, but should be expected anyway.
