Yes they should be able to transfer over. (depending on the Population cap at that time as well)
Excalibur is usually locked to new characters so your friend may have a difficult time with the transfer. It's a pretty populated server it seems.
If your friend is willing to get up at like 3AM or another off-peak hour and perform the transfer then, they have a much better chance at success. Even Balmung has openings for character creation at certain times of the day/week and we are heavily populated.
