IDK if this is a bug, but I have been doing hunts, and I only get seals from marks I have bills for. No one in-game can tell me why this is. I have killed tons of marks, and never get any seals. Someone please enlighten me.

Are they B rank marks? If they are non aggressive B ranks then they don't give seals outside of the weekly bill. Only A and S ranks give seals 'in the wild' with the amount depending on kill contribution
